Castle Point Borough Council works with Essex Police, the Rochford and Castle Point Community Safety Partnership (CSP), partner organisations, residents, and businesses to prevent, identify, and address antisocial behaviour across the borough. 

What is ASB?

Under the Antisocial Behaviour, Crime and Policing Act 2014, ASB is defined as: 

  1. Conduct that has caused, or is likely to cause, harassment, alarm or distress to any person
  2. Conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises
  3. Conduct capable of causing housing‑related nuisance or annoyance to any person

Who deals with what?

There are three departments of the Council that respond to complaints of ASB and nuisance:

  • Community Safety Team – dealing with private and business related complaints
  • Housing Management – dealing with Council tenant and leaseholder related complaints
  • Environmental Services – dealing with statutory nuisance complaints

What does ASB look like?

ASB can take many forms. Common examples include:

  • Misuse of public space: drug‑related activity in public places; anti‑social street drinking; aggressive begging; vehicle‑related nuisance (e.g. dangerous or inconsiderate driving)
  • Disruption of community or personal wellbeing: persistent noise that reaches statutory nuisance thresholds; rowdy or disruptive behaviour; hoax or malicious calls; animal‑related problems; misuse of fireworks (especially late at night)
  • Acts directed at people: intimidation, harassment or verbal abuse; hate‑related behaviour (e.g. racist, homophobic, transphobic, religion‑based, disability‑based); domestic abuse; exploitation/cuckooing
  • Environmental damage: criminal damage, vandalism and graffiti; littering or waste‑related nuisance
