Domestic Homicide Reviews

Since 2011, Community Safety Partnerships have been required to undertake Domestic Homicide Reviews in circumstances where the death of a person occurs, or is thought to occur, as a result of violence, abuse or neglect from a family member or a member of the same household.

Domestic homicide reviews are not inquiries into how the victim died or into who is responsible. The purpose of a Domestic Homicide Review (DHR) is to understand where there are lessons to be learned.

In order for these lessons to be learned as widely and thoroughly as possible, professionals need to understand fully what happened in each homicide, and most importantly, to identify what needs to change in order to reduce the risk of such tragedies happening in the future.

Castle Point and Rochford Community Safety Partnership has adopted a local Essex procedure for the conduct of domestic homicide reviews, developed by Safer Essex. The procedure identifies that once domestic homicide reviews are approved by the Home Office Quality Assurance Group the approved and anonymised executive summary and overview report are published locally.

The aim in publishing these reviews is to restore public confidence and improve transparency of the processes in place, across all agencies, to protect victims.
