From 1 April 2026, Discretionary Housing Payments (DHP) were replaced by the The Crisis and Resilience Fund (CRF). This provides financial support to help with rent or housing costs.
You can apply for the CRF if you currently get either;
- Housing Benefit
- the housing element of Universal Credit
The CRF can help people with a range of housing costs, including;
- rent shortfalls - the difference between your rent liability and your income, including any benefits
- rent deposits
- rent in advance
- removal costs

The online form is a combined DHP and Exceptional Hardship Payment form, but we will only assess you for the help that you need based on your circumstances.
