Introduction

Castle Point Borough Council ("the Council") want the same opportunities for its tenants and leaseholders to install their own video security systems as a private tenant or an owner occupier.

The Council’s approach

This policy is written in accordance with the guidance on domestic CCTV provided by the Information Commissioner’s Office (ICO).

Do I need permission to install a video security system?

Yes – please contact your Neighbourhood Management Officer to request permission before you install any recording devices including video doorbells.

What does the Council do with requests?

When the Council receives a request to install a video doorbell in a block of flats, other tenants and leaseholders will be contacted as part of the approval process and made aware of the request and asked if they have any concerns. In many cases the Privately Installed Video Security System owner will have one or more ‘legitimate reason(s)’ to collect personal information through CCTV, and the request will be granted subject to removal upon request.

It is very rare for consent to install a video security camera not to be granted, and this would be if the camera was being used to harass and intimidate any or all neighbours.

Are there any conditions?

Permission will be granted on the following conditions:

  1. All work is carried out at the resident’s own cost. The equipment is subject to removal upon request by the Council
  2. The Council is not liable for loss, damage, injury, or any third-party claim connected with the works
  3. Maintenance of the Privately Installed Video Security System or video doorbell will be the resident’s responsibility for the duration of their tenancy. When a tenancy ends the resident will be required to remove the Privately Installed Video Security System or video doorbell and make good any damage
  4. The tenant/leaseholder must sign a consent form agreeing to follow the Privately Installed Video Security System rules
  5. In order not to impact on other residents, people should point their Privately Installed Video Security System cameras away from their neighbours’ homes and gardens
